The Assam Public Service Commission was established on 1 April 1937 by government decision. of the India Act 1935 with James Hezelett, a retired ICS London officer, as its first chairman. Until the new regulations were passed in 1951, five other officers, most of them retired ICS officers, served as President for different periods after James Hezelett.
