The Indian government’s Sarva Shiksha Abhiyan, or SSA, is a program that aims to make elementary education available to all “in a time bound manner.” The 86th Amendment to the Indian Constitution makes free and compulsory education for children between the ages of 6 and 14 a fundamental right. Atal Bihari Vajpayee, a former Indian prime minister, was the first to introduce the program. By 2010, it intends to educate all children aged 6 to 14. The deadline, on the other hand, has been extended indefinitely. It started as an intervention program in 2002, and SSA has been in operation since 2000-2001.

Its beginnings can be traced back to the District Primary Education Programme, which was launched in 1993 and 1994 with the intention of achieving the goal of universal primary education. Over the course of several phases, DPEP covered 272 districts in 18 states. The program’s expenses were split between the Central Government and the State Governments. The World Bank, the Department for International Development, and UNICEF provided funding for the Central Government’s portion. Over $1500 million had been committed to the program by 2001, and 50 million children were included in its scope. The authors of an impact assessment of Phase I of DPEP came to the conclusion that the program had a significant overall impact on children from minority backgrounds, but that enrollment of girls was largely unaffected.
